The International Food Exhibition | 2025 Customs New Deal: The import and export supervision of agricultural and food products will be upgraded

As the implementation of the 2025 customs new policies deepens, the import and export supervision of agricultural and food products faces increasingly stringent challenges. The National Customs Work Conference was held in Beijing on February 7, 2025. Sun Meijun, Party Secretary of the General Administration of Customs of China, revealed that China's foreign trade volume exceeded 43 trillion yuan for the first time in 2024, a year-on-year increase of 5%, maintaining its position as the world's largest goods trading nation for eight consecutive years. However, under the new policies, the supervision of agricultural and food product imports and exports has become stricter, posing challenges for import food enterprises.For global engagement, customs innovate regulations, support Belt and Road development, aid Hainan Free Trade Port, and modernize ports, with events like the International Food Exhibition symbolizing collaborative progress.

In 2024, customs achieved significant results in supervising agricultural and food product imports and exports. Key reforms included abolishing quarantine approvals for certain animal, plant, and food products, innovating registration management for overseas aquatic product enterprises, and fully implementing reforms in imported food safety supervision. To ensure smooth cross-border trade, a trade facilitation campaign was deployed in 20 cities, allowing 111 types of agricultural and food products from 62 countries and regions to enter China. Fourteen new or expanded ports were established, guidelines for smart port construction were issued and piloted at 57 ports, and customs clearance for major events like the International Food Exhibition was efficiently secured.

 

As 2025 marks the final year of the 14th Five-Year Plan, customs work will focus on smart customs development and the "Smart Customs, Strong Nation" initiative to achieve more efficient and secure supervision while improving service quality. Key tasks include preventing and mitigating risks in critical sectors, promoting high-quality foreign trade growth, and supporting high-level opening-up. Regarding national border security, customs will strengthen risk monitoring, enforce tax collection, maintain strict port quarantine defenses, standardize regulatory enforcement, crack down on illegal activities, and conduct the "Golden Key 2025" inspection campaign and the "National Sword 2025" joint enforcement operation. Meanwhile, efforts will be made to stabilize and enhance foreign trade, leverage the hub role of domestic and international dual circulation, refine policy precision and effectiveness, create a first-class port business environment, and ensure the security and stability of industrial and supply chains. In terms of high-level opening-up, customs will deepen regulatory innovation, support institutional opening-up, facilitate broader, wider, and deeper international cooperation, contribute to the high-quality development of the Belt and Road Initiative, assist in the Hainan Free Trade Port's customs closure operations, optimize regional opening policies, and advance modern port construction.

 

The National Customs Work Conference has sent positive signals and introduced pragmatic measures, providing strong momentum for enterprises engaged in foreign trade.
