The Research Institute of International Inspection and Quarantine Standards and Technical Regulations (RITSR) is an institution directly under the General Administration of Customs in Beijing. The main functions include: authorized by relevant state departments to undertake the Technical Barriers to Trade Agreement (TBT Agreement) by the World Trade Organization (WTO) and the Implementation of Sanitary and Phytosanitary Measures Agreement (SPS Agreement) by the China National Notification Advisory Center; undertake the TBT Agreement, SPS Agreement, Government Procurement Agreement (GPA Agreement), Trade Facilitation Agreement, WTO Dispute Settlement Mechanism Understanding (DSM) and other WTO agreements and rules, as well as the tracking research and evaluation of standards or guidelines of relevant international organizations. Commissioned by the General Administration of Customs, it has undertaken the tasks as follows: exchanging information about customs cooperation between points of contact; making research on customs-related laws and regulations, policies and macro development strategies, regulatory policies and regulations of various trading partners related to international trade goods, technical trade measures and the tracking of national health and quarantine regulations; assisting the General Administration of Customs in early warning and rapid response to relevant product risks; organizing and conducting surveys on the impact of foreign technical trade measures on Chinese enterprises; organizing the construction of research and evaluation bases for technical trade measures in specialized industrial directions; responsible for the submission and approval of relevant customs technical specifications and rules; and participating in bilateral and multilateral negotiations on trade facilitation, free trade zones and market access.
